What it is for

Motor truck cargo covers the freight in a carrier's care; garagekeepers and on-hook do the same for vehicles in a repair shop's or tow operator's custody; warehouse legal liability for goods in storage. None of these is an FMCSA filing requirement for general freight, but brokers and shippers make cargo cover a condition of nearly every load, and repair customers expect the shop to answer for their car.
